Electrical Commissioning Lead Engineer

Overview

Monitor and direct commissioning and startup activities, ensuring compliance with specifications and coordinating discipline engineers and technicians.

Scope of work

Key Responsibilities

• Provide resident commissioning and commissioning services as Owner’s Engineer.
• Monitor startup and commissioning activities, supporting startup engineers.
• Verify plant equipment meets contract and specification requirements, conforms to design operational feasibility, and is setup and tested per supplier's requirements.
• Provide functional direction to technicians and craft; as lead discipline engineer, monitor other discipline engineers and staff.
• Adhere to safety and quality standards relevant to duties.
• Assist in development and demand documentation for startup packages.
• Review and maintain detailed startup schedules.
• Provide proactive comments on startup activities and major milestones like equipment installation, chemical cleaning, steam blow, and performance testing.
• Review construction completion and turnover phases including final turnover to client.
• Monitor development of clear startup procedures to satisfy contracts and coordinate startup efforts.
• Assist advanced planning and preparation for startup activities.
• Monitor programs controlling spares, consumables, outstanding work, and deficiency lists.
• Ensure startup compliance with specifications resulting in efficient and timely client turnover.
• Conduct regular system walk downs to assess completion status and outstanding items.
• Review and monitor CCGT power plant equipment and systems within discipline capacity.
• Serve as primary point-of-contact for all system functions through startup and operation.
• Verify system installation per design, review operational feasibility, track as-built engineering changes, monitor equipment testing, and coordinate with other discipline engineers.
• Direct discipline startup engineers and technicians.

Management Responsibilities

• Individual Contributor role.

Preferred Qualifications

• Minimum 5 years as Lead Startup, Commissioning, or Operation Engineer in CCGT or gas turbine projects.
• 10 years relevant combined cycle power plant experience.
• Sarawak CIDB Green Card and applicable trade certifications.
• Bachelor's or Diploma in Engineering preferred.

Preferred Skills

• Familiarity with Project Instructions Manual, contract documents, startup guidelines.
• Project management, leadership, communication, customer relations, planning, multitasking, problem solving, decision making.
• Technical knowledge of power plants and internal engineering systems and tools.

Certifications

• OSHA 10 Hour Training.

Work Environment / Physical Demands

• Lift and carry up to 50 pounds.
• Stand, kneel, bend, stoop, walk long distances in confined, cluttered, uneven areas.
• Normal or corrected vision and hearing.
• Full range of motion and flexibility.
• Manual dexterity for tools and controls.
• Repetitive movement.
• Work above 5 feet in height.
• Climb steel frameworks, stairs, ladders, scaffolds.
• Work up to 12-hour shifts in varying temperature extremes and weather conditions.
• Exposure to noise, dust, wind, snow, rain.
• Work in bright or low lighting.
• Exposure to hazardous equipment.
• Typical construction site and office environments.
• Safety sensitive position.

Key requirements

• 5 years minimum as Lead Start-up or commissioning or Operation Engineer in CCGT or gas turbine based project
• 10 years relevant experience with combined cycle power plant experience
• Sarawak CIDB Green Card and necessary trade certifications as applicable to discipline
