Overview
The successful candidate will provide independent technical oversight of the Design & Build / EPCC contractor's civil and structural deliverables, ensuring compliance with project standards, statutory requirements, and international codes of practice across foundations, buildings, and supporting infrastructure.
Scope of work
Design Review & Engineering Assurance
- Lead independent review and verification of civil and structural design packages, including foundations, buildings, and associated infrastructure, prepared by the Design & Build / EPCC contractor.
- Assess design submissions for compliance with project design criteria, applicable codes and standards, and Owner's requirements.
- Provide technical sign-off and recommendations on civil and structural design deliverables at each project stage (concept, detailed design, and construction issue).
- Identify design risks, non-conformances, and value engineering opportunities, and drive timely resolution with the contractor's design team.
Construction Interface
- Act as the civil and structural point of technical authority at the construction interface, supporting site teams during implementation of foundations, buildings, and structural works.
- Review and respond to site queries, requests for information (RFIs), and technical clarifications related to civil and structural scope.
- Monitor construction methodology and quality against approved design intent, flagging deviations and supporting corrective action.
- Coordinate with construction supervision, quality, and HSE teams to ensure civil and structural works are delivered safely and to specification.
Multidisciplinary Leadership & Governance
- Represent the civil and structural discipline within the Owner's Engineer leadership team, contributing to overall technical governance and project assurance.
- Coordinate with Mechanical, E&I, and Process disciplines to resolve multidisciplinary interface issues affecting civil and structural scope.
- Support the Head of Engineering in reporting on design and construction progress, risk, and technical performance to the Owner.
- Mentor and provide technical direction to junior civil and structural engineers within the Owner's Engineer team.
Key requirements
- Minimum Educational Qualification
- • Bachelor's Degree in Engineering (Civil / Structural) or equivalent.
- Registration / Certification
- • Registered with BEM (Board of Engineers Malaysia) or relevant professional body, where applicable.
- • Registered Area/Field: Boards of Engineers or equivalent.

- Work Experience
- • Overall: minimum 10 years.
- • In a similar project: minimum 10 years.
- Proven Experience In
- • Design review and verification.
- • Safety systems.
- • Applicable codes and standards.
- Additional Experience
- • Proven track record on large-scale infrastructure projects — rail, metro, transportation, or comparable heavy civil programmes — covering foundations, buildings, and structural works.
- • Experience working within EPCC or Design & Build delivery models is highly valued.
- • Demonstrated ability to operate at a senior, site-based leadership level within a multidisciplinary engineering assurance team.
